Megaproject along the Road of the Two Emperors: nearly 600 new apartments in Ljubljana
16. 10. 2026.
In the area along the Road of the Two Emperors on the Ljubljana Marsh, known as Siberia, one of the larger residential projects in Ljubljana is planned. A plot of just over five hectares was purchased by the company Brilosa, which is developing the project together with Marjan Batagelj.
The value of the investment is estimated at approximately 140 million euros, and the investors are planning around 580 apartments. The project is expected to be developed over at least five years. They aim to obtain the building permit in 2027; the start of preparatory and construction works is planned for 2028; the first phase is expected to be completed in 2030, and the second in 2031.
According to the adopted OPPN, the area covers 52,195 m², and 28 multi-apartment buildings with around 573 apartments are planned. The buildings will be up to 16 meters high, designed as ground floor plus three storeys.
A special emphasis will be on smaller apartments. Approximately two thirds of the apartments will be one- and two-room units, and each unit is also expected to have its own outdoor space—an atrium, balcony, or loggia. The investors present the project as a response to the housing shortage and announce more affordable units, but specific sales prices are not yet known.
The neighbourhood is also expected to be designed with more green and shared areas. Planned are:
• an underground garage and additional surface parking spaces,
• a larger park with sports areas in the southern part of the site,
• children's playgrounds between the residential buildings,
• and a facility for community activities in the north-eastern part of the site.
One of the project's main advantages is its location—the area is in the immediate vicinity of the city and has quick access to the Ljubljana ring road. It is precisely the combination of location, a large number of smaller units, and the planned green areas that could make the project attractive to a wide range of buyers.
Marjan Batagelj is currently the main financier of the project, and later banks are also expected to join the financing. In the initial phase, the investment will be financed from ongoing cash flow, and Batagelj also sees the project as part of a broader diversification of his investments.
An important milestone has already been reached: the OPPN was adopted in June 2026. The first stage provides for the construction of 16 residential buildings, the second the remaining 12, and the third stage includes the facility for community activities.
For the Ljubljana housing market, the most important aspect is primarily the scale of the project. If it is carried out according to plan, nearly 600 new apartments will come onto the market in the coming years, including a large share of smaller units—precisely in the segment where demand is typically very high.
